Comment
This treaty has never entered into force. At the initiative of the Government of the Federal Republic of Germany, an exchange of letters was concluded (16 May / 10 June 1991) recording that both governments agreed that they would no longer pursue the entry into force of the treaty. This resulted from a decision by the government of the Land of Lower Saxony to forgo the construction of the so‑called Dollard port near Emden (Parliamentary Papers II 1990/91, 19343, no. 12).
