Pursuant to Article 2, paragraph 1, of the Convention, the Government has availed itself of the temporary exception provided for in Articles 1, subparagraph (g), clause (i); 11; 14; 20. The Government has also availed itself of the temporary exclusion provided for in Article 3, paragraph 1, of the Convention.
