Algeria

The People's Democratic Republic of Algeria does not consider itself bound by the provisions of article XVII of the Convention on the International Hydrographic Organization concerning the settlement of disputes. The People's Democratic Republic of Algeria declares that prior agreement by all the parties to a dispute will be necessary in each case to have a dispute submitted to arbitration or to the International Court of Justice.

Argentina

The Argentine Republic does not consider itself bound by the dispute settlement mechanism given under Article XVII of the consolidated version of the Convention.
The Argentine Republic considers that the accession mechanism for States that are not members of the United Nations referred to in Article XX (b) of the consolidated version of the Convention may be employed only when the applicant’s status as a State is not called into question by a sovereignty dispute.

China

The People's Republic of China has declared that it accepts the Convention and wishes to take part in the activities of the Organisation in place of the Republic of China (Taiwan), while maintaining the reservation concerning article XVII of the Convention.

In accordance with the Basic Law of the Macao Special Administrative Region of the PRC, the Government of the PRC decides that the Convention applies to the Macao Special Administrative Region of the PRC. The reservation to Article 17 of the Convention made by the PRC als applies to the Macao Special Administrative Region of the PRC.
The Convention continues to apply to the Hong Kong Special Administrative Region of the PRC, and the application status of the Convention to to the Hong Kong Special Administrative Region remains unchanged.

Democratic People's Republic of Korea

The Kingdom of the Netherlands does not recognise the Democratic People's Republic of Korea.

Germany

The Government of the German Democratic Republic does not consider itself bound by the provisions of article XVII of the Convention on the International Hydrographic Organization, which provide that disputes concerning the interpretation or application of the Convention will, at the request of one of the parties to the dispute, be referred to the International Court of Justice. With regard to referrals to the International Court of Justice, the Government of the German Democratic Republic is of the opinion that in each specific case, the consent of all the parties to a dispute is required to refer a specific dispute to the International Court of Justice.
The legal position of the German Democratic Republic with regard to the International Monetary Fund and to the Special Drawing Rights instituted by that Fund is unaffected by the provisions of articles 2 and 4 of the Financial Regulations of the International Hydrographic Organization. The German Democratic Republic will only use Special Drawing Rights for technical purposes, as a unit of calculation.

Russian Federation

[...] does not consider itself bound by article XVII of the Convention on the International Hydrographic Organization, which provides for the referral to arbitration of disputes concerning the interpretation or application of the Convention at the request of one of the parties to the dispute.

Syria

The accession to this Convention by the Syrian Arab Republic in no way signifies any recognition of Israel in the realm of the subject matter governed by the provisions of this Convention.

Tunisia

The Republic of Tunisia, in agreeing to accede to the Convention on the International Hydrographic Organization concluded at Monaco on 3 May 1967, declares that it does not consider itself bound by the provisions of article XVII of the Convention, and states that disputes concerning the interpretation or application of the Convention may only be referred to the International Court of Justice with the prior consent of all the parties concerned.
