The Government of Finland declares, in accordance with Article 2 of the Additional Protocol to the European Social Charter providing for a system of collective complaints, that Finland recognises the right of any representative national non-governmental organisation within its jurisdiction which has particular competence in the matters governed by the Charter, to lodge complaints against it.

The Kingdom of Spain declares itself bound by the Appendix to the Revised European Social Charter "Scope of the Revised European Social Charter in terms of persons protected" in accordance with its literal wording, without the enjoyment of the rights referred to being able to be understood as extending to foreigners who are not in a lawful situation, except with the prior and express authorisation of the Spanish authorities specifying the scope of this protection and the manner in which it must be guaranteed.
