The Republic of Azerbaijan declares that the provisions of the Convention concerning the International Exchange of Publications shall not be applied by the Republic of Azerbaijan in respect of the Republic of Armenia.
The Republic of Azerbaijan declares that it does not guarantee the implementation of the provisions of the Convention concerning the International Exchange of Publications in its territories occupied by the Republic of Armenia (the Nagorno-Karabakh region of the Republic of Azerbaijan and its seven districts surrounding that region), until the liberation of those territories from the occupation and complete elimination of the consequences of that occupation. On ratifying the Convention concerning the international exchange of publications, the Council of the People’s Republic of Romania declares that the provisions of Articles 17 and 18 of the Convention, concerning territories for which a Contracting State is responsible for the conduct of their foreign relations, are inconsistent with Declaration 1514 adopted by the General Assembly of the United Nations on 14 December 1960, which solemnly proclaims the necessity of bringing to a speedy and unconditional end colonialism in all its forms and manifestations.
