1. Article 16 of the Protocol is not binding on the PRC.
2. In accordance with the Basic Law of the Hong Kong Special Administrative Region of the PRC and the Basic Law of the Macao Special Administrative Region of the PRC, the Government of the PRC decides that the Protocol applies to the Hong Kong Special Administrative Region of the PRC and the Macao Special Administrative Region of the PRC.
The reservation to Article 16 made by the PRC also applies to the two Special Administrative Regions of the PRC.

Germany

The Federal Republic of Germany declares that it will apply Article 18 of the Protocol amending the Convention of 3 May 1967 on the International Hydrographic Organization and, consequently, Article XXI of the new version of the Convention on the International Hydrographic Organization only when the requirements for their application under the Constitution of the Federal Republic of Germany have been fulfilled.
