France declares that its ratification of the Agreement of 30 September 2007 establishing a Maritime Analysis and Operations Centre for Narcotics does not constitute in any way, and cannot be interpreted as such, a consent to be bound by the provisions in whole or in part of the Agreement of 31 January 1995 of the Council of Europe on illicit traffic by sea, implementing Article 17 of the United Nations Convention against illicit traffic in narcotic drugs and psychotropic substances, as refered to in the preamble of the present Agreement.
