The French Government has signed this protocol in order to make it possible for States not represented at the 4th Conference on Private International Law to accede to the Convention of 17 July 1905. However, it is understood that the Convention is not applicable between France and the newly acceded States.

With the reservation that the Convention is not applicable between France and States adhering later.
