The Argentine Republic states that the Malvinas, South Georgia and the South Sandwich Islands and the surrounding maritime spaces are an integral part of its territory, and since such archipelagos are illegally occupied by the United Kingdom of Great Britain and Northern Island, they are the subject of a sovereignty dispute recognised by the international community.
Along these lines, the General Assembly adopted resolutions 2065 (XX), 3169 (XXVIII), 31/49, 37/9, 38/12, 39/6, 40/21, 41/40, 42/19 and 43/25, in which it recognises the existence of a sovereignty dispute surrounding the "Question of the Falkland Islands (Malvinas)" and encourages the Governments of the Argentine Republic and the United Kingdom of Great Britain and Northern Island to resume negotiations in order to find a peaceful, just and lasting solution to the dispute as soon as possible. The United Nations Special Committee on Decolonization has also repeatedly made statements along the same lines.
The Argentine Republic reaffirms its sovereignty over the Malvinas, South Georgia and the South Sandwich Islands and the surrounding maritime spaces.

Ecuador

In ratifying the Inter-American Convention for the Protection and Conservation of Sea Turtles, Ecuador declares that its ratification may not be interpreted as an acceptance of any norms that may be contrary to the regime that Ecuador applies, in accordance with its national law, in the maritime zone within a distance of 200 nautical miles of its coast.

(1) Article VI ('Secretariat') - In the view of the United States, no permanent secretariat has been established for this convention, and nothing in the Convention obliges the United States to contribute funds for the establishment of a permanent secretariat now or in the future.
(2) Article XII ('International Cooperation') - In the view of the United States, the entry into force of this Convention for the United States will not entail any obligation under this Convention to provide additional funds or technical assistance for any of the activities listed in article XII.
(3) Article XIII ('Financial Resources') - With regard to the provisions of paragraph 7, in the view of the United States, the establishment of a 'special fund' as described in this article will not entail any obligation of the Parties to participate in or contribute to this fund.
