With reference to Paragraph 1 of the Article 12 of the Additional Protocol, The Republic of Azerbaijan, does not consider itself bound by the provision of Article 11 relating to the disputes arising from the interpretation or application of this Protocol, [to] be referred for settlement to the International Court of Justice.
