1. The Republic of Azerbaijan declares that the provisions of the Council of Europe
Convention on an Integrated Safety, Security and Service Approach at Football Matches
and Other Sports Events shall not be applied by the Republic of Azerbaijan in respect
to the Republic of Armenia.
2. The Republic of Azerbaijan declares that it is unable to guarantee the implementation
of the provisions of the Council of Europe Convention on an Integrated Safety, Security
and Service Approach at Football Matches and Other Sports Events in its territories
occupied by the Republic of Armenia (the Nagorno-Karabakh region of the Republic of
Azerbaijan and its seven districts surrounding that region), until the liberation
of these territories from the occupation and the complete elimination of the consequences
of that occupation (the schematic map of the occupied territories of the Republic
of Azerbaijan is to be found on the website of the despositary).
3. The Republic of Azerbaijan reserves the right to amend or revoke at any time the
provisions of paragraph 1 and paragraph 2 of the present Declaration, and other Parties
shall be notified in writing of any such amendments or revocation.

The Republic of Armenia makes the following statement with regard to the declaration
made by the Republic of Azerbaijan in respect of the Council of Europe Convention
on an Integrated Safety, Security and Service Approach at Football Matches and Other
Sports Events (hereinafter Convention), signed on 29 November 2016:
1. The declaration of the Republic of Azerbaijan is of a discriminatory nature in
respect of the Republic of Armenia and is in contradiction with the purposes established
by Article 2 of the Convention as well as with values of the Council of Europe. The
Republic of Azerbaijan refrain not only from the obligations set forth in the Convention
to apply practical measures for ensuring safety and security during the football matches
and other sports events but also blatantly incites discrimination.
2. The declaration of the Republic of Azerbaijan is incompatible with the object and
purpose of the Convention and thus being in violation with the provisions of the Vienna
Convention on the Law of Treaties of 1969.
3. The Republic of Azerbaijan deliberately misrepresents the essence of the Nagorno-Karabakh
issue, with respect to causes and effects of the conflict. The conflict arose due
to the policy of ethnic cleansing by the Republic of Azerbaijan followed by the massive
military aggression against the self-determined Nagorno-Karabakh Republic - with the
aim to repress the free will of the Nagorno-Karabakh population. As a result, the
Republic of Azerbaijan has occupied several territories of the Nagorno-Karabakh Republic.

it will continue to apply the European Convention on Spectator Violence and Misbehaviour
at Sports Events and in particular at Football Matches of 19 August 1985 (ETS No.
120) until the entry into force of the Council of Europe Convention on an Integrated
Safety, Security and Service Approach at Football Matches and Other Sports Events
(CETS No. 218) for the Kingdom of Denmark.
In accordance with Article 20, paragraph 1, of the Convention, Denmark declares that,
until further notice, the Convention shall not apply to Greenland and the Faroe Islands.

The Hellenic Republic communicates that, for organisational reasons, it shall start

The Permanent Representation of Spain to the Council of Europe, on the occasion of
the ratification of the Council of Europe Convention on an Integrated Safety, Security
and Service Approach at Football Matches and Other Sports Events (CETS No. 218), has
the honour to communicate that:
- Spain declares that it will continue to apply the European Convention on Spectator
Violence and Misbehaviour at Sports Events and in particular at Football Matches until
the entry into force of the Council of Europe Convention on an Integrated Safety,
Security and Service Approach at Football Matches and Other Sports Events.
- In the case that said Convention were to be ratified by the United-Kingdom and extended
to Gibraltar, Spain would like to make the following declarations:
1. Gibraltar is a non-autonomous territory whose international relations come under
the responsibility of the United Kingdom and which is subject to a decolonisation
process in accordance with the relevant decisions and resolutions of the General Assembly
of the United Nations.
2. The authorities of Gibraltar have a local character and exercise exclusively internal
competences which have their origin and their foundation in a distribution and attribution
of competences performed by the United Kingdom in compliance with its internal legislation,
in its capacity as sovereign State on which the mentioned non-autonomous territory
depends.
3. As a result, the eventual participation of the Gibraltarian authorities in the
application of this Convention will be understood as carried out exclusively as part
of the internal competences of Gibraltar and cannot be considered to modify in any
way what was established in the two previous paragraphs.
4. The process provided for by the Arrangements relating to Gibraltar authorities
in the context of certain international treaties which have been adopted by Spain
and the United Kingdom on 19 December 2007 (jointly with the "Agreed Arrangements
relating to Gibraltar authorities in the context of EU and EC instruments and related
treaties", dated 19 April 2000) apply to this Council of Europe Convention
5. The application of the Convention to Gibraltar should not be interpreted as an
acknowledgment of any right or any situation regarding areas not covered by Article
X of the Treaty of Utrecht of 13 July 1713, concluded between the Crowns of Spain
and of the United Kingdom.

Turkey declares that her ratification of the “Council of Europe Convention on an Integrated Safety, Security and Service Approach at Football Matches and Other Sports Events (CETS 218)” neither amounts to any form of recognition of the Greek Cypriot Administration’s pretention to represent the defunct “Republic of Cyprus” as party to the Convention, nor should it imply any obligations on the part of Turkey to enter into any dealing with the so-called Republic of Cyprus within the framework of the said Convention.

The Republic of Cyprus has examined the Declaration deposited by the Republic of Turkey
on 25 May 2020, upon ratification of the Council of Europe Convention on an Integrated
Safety, Security and Service Approach at Football Matches and Other Sports Events
(2016, CETS No. 218) and notes with regret that such a declaration is inconsistent
with international law and contradicts, inter alia, the binding UN Security Council
Resolutions on Cyprus.
Having signed the Convention on 4 May 2017, the Republic of Cyprus is not yet a State
Party thereto, as the ratification is pending. Irrespectively, in the view of the
Republic of Cyprus, a member state of the United Nations, the European Union, the
Council of Europe and other International Organizations, the content and purported
effect of this Declaration renders it tantamount to a reservation contrary to the
object and purpose of the Convention.
It is the firm position of the Republic of Cyprus that Turkey, by repeatedly undermining
the legitimacy of the Republic of Cyprus and promoting the illegal secessionist entity
in the occupied part of the Republic of Cyprus, including, through declarations as
the present one, holds in contempt international law and the international legal order.
The Republic of Cyprus, therefore, strongly rejects the aforesaid Declaration made
by the Republic of Turkey and considers it null and void.
Bezwaar Griekenland, 25-04-2023
The Government of the Hellenic Republic has examined the declaration made by the Republic
of Türkiye upon ratification, on 25 May 2020, of the Council of Europe Convention
on an Integrated Safety, Security and Service Approach to Football Matches and Other
Sports Events (CETS No. 218). The Republic of Türkiye declares inter alia that its
ratification of the Convention should not imply any obligation on its part to enter
into any dealing with the Republic of Cyprus within the Framework of the Convention.
The Government of the Hellenic Republic reiterates its view that the above declaration
amounts to a reservation, as it purports to exclude the application of the Convention
in its entirety between Türkiye and Cyprus. Such reservation is contrary to the object
and purpose of the Convention, which is to provide a safe, secure and welcoming environment
at football matches and other sports events, by inter alia promoting international
cooperation to that end (Articles 2, 11).
Therefore, the Government of the Hellenic Republic objects to the said declaration.
This objection shall not preclude the entry into force of the Convention between the
Hellenic Republic and the Republic of Türkiye.
