In accordance with Article 32, paragraph 1, of the Council of Europe Framework Convention on Artificial Intelligence and Human Rights, Democracy and the Rule of Law, Ukraine declares that the Convention shall not apply to the territory of Ukraine temporarily occupied by the Russian Federation until the armed aggression of the Russian Federation against Ukraine is completely terminated, the territorial integrity of Ukraine is restored within the internationally recognized state border of Ukraine, Ukraine regains full control over the state border of Ukraine and the constitutional order is restored on the relevant territory of Ukraine.
